HOW TO PARTICIPATE

The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

WRITINGS RECEIVED AFTER AGENDA POSTING

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS

 

The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions)

totaling more than $500 within the 12 months before the City decision.

AUDIO/VISUAL PRESENTATIONS

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Adopt an Ordinance of the City Council of the City of Rocklin Repealing Ordinance No. 1036 (Sunset Hills Townhomes General Development Plan) and Ordinance No. 1052 (South Whitney Mixed Use General Development Plan), and Adopting the Whitney Walk General Development Plan.

Regional Housing Needs Allocation (RHNA) Inventory of Sites (Second Reading of Ordinance) 

 
Recommendation:

Adopt an Ordinance of the City Council of the City of Rocklin Applying the Residential Minimum Density Overlay District to the Alternative Sites Identified for Inclusion in the City's Regional Housing Needs Allocation (RHNA) Inventory of Sites.

Arts Commission Revision of Appointment Terms

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Making Revisions to the Appointment Terms of Arts Commissioners.

League of California Cities 2025 Annual Conference - Appointment of Voting Delegate

 
Recommendation:

Designate Vice Mayor Dave Bass as the Voting Delegate to the League of California Cities 2025 Annual Conference.

Updates to Affordable Housing Incentive Program 

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Repealing and Replacing Resolution No. 2024-039 for the Affordable Housing Incentive Program for Qualified Affordable Housing Developments.

Legal Services Agreement with Liebert Cassidy Whitmore - First Amendment

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Attorney to Execute the First Amendment to the Legal Services Agreement with Liebert Cassidy Whitmore.

CAL FIRE Local Responsibility Area Wildland Protection Reimbursement Agreement

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute a Cooperative Fire Programs Local Responsibility Area Wildland Protection Reimbursement Agreement with the California Department of Forestry and Fire Protection (CAL FIRE) and Related Budget Amendments.

Monument Park Shade Sail Installation Project Contract and Budget Appropriation for Two Shade Sail Projects

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Monument Park Shade Sail Installation to Miracle Playsystems, Inc., Authorizing the City Manager to Execute the Contract, and Authorizing a Budget Appropriation.

Homeland Security Grant Program-Urban Areas Security Initiative (UASI) - Grant Subaward

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute Subawardee Grant Agreements with the City of Sacramento Accepting the Terms and Subaward of the 2024 Homeland Security Grant Program Urban Areas Security Initiative.

Various Roadway and Pedestrian Improvements Project - Notice of Completion

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Various Roadway and Pedestrian Improvements Project, Approving the Notice of Completion, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City.

Police Department HVAC & Roof Replacement – Notice of Completion

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Police Department HVAC & Roof Replacement, Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City (CNW Construction, Inc.).

Electric Vehicle Purchases

 
Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the Purchase of Two (2) 2026 Chevrolet Silverado Electric 4WT Trucks from Winner Chevrolet and Authorizing the City Manager to Purchase the Vehicles.

2024 Consolidated Annual Performance and Evaluation Report (CAPER)

 
Recommendation:

Conduct a Public Hearing and Consider the Following Action: Adopt a Resolution of the City Council of the City of Rocklin Authorizing Staff to Submit the 2024 Consolidated Annual Performance and Evaluation Report (CAPER) and Authorizing the City Manager to Execute and File All Documents Required for Submittal to the U.S. Department of Housing and Urban Development (HUD).
